In light of recent reports about child neglect, and particularly in the context of current child protection and welfare reforms in Ireland, there is an imperative to better understand the issue of cumulative harm on children and young people. In 2005, Associate Professor Bromfield completed a study in Victoria, Australia examining the characteristics of families repeatedly referred to statutory child protection services and their patterns of involvement with child protection services. She concluded that children who experienced chronic low-moderate severity child maltreatment over the course of their development were frequently overlooked and vulnerable to cumulative harm, despite being well known to services. Her research has influenced policy along the East Coast of Australia, and she has, at the request of the Victorian Government, developed guidance for practitioners in relation to cumulative harm. Professor Bromfield will present her research on chronic maltreatment and cumulative harm and discuss its implications for practice in Ireland and elsewhere.
About the presenter
Associate Professor Leah Bromfield is the Deputy of the Australian Centre for Child Protection at the University of South Australia. Prior to her appointment to UniSA in 2010 she was a Senior Research Fellow at the Australian Institute of Family Studies andManager of the National Child Protection Clearinghouse.
